| 摘 要： | 以辽宁省主要城市公共图书馆为例,阐述公共图书馆是社会文明进程产物和基本文化载体与标志;加大对图书馆公共文化服务的建设力度,构建覆盖全社会的公共文化服务体系,充分发挥图书馆在公共文化服务体系中的作用,不仅是保障公民的文化权益的要求,更是推进社会物质文明和精神文明建设的基本需要。分析辽宁省公共图书馆公共文化服务存在的不足,提出从建立特色馆藏分馆、构建星形网状服务体系、公共文化服务投入多元化、调动公众积极性等7个方面加以改进的建议。

| Abstract: | The paper takes public libraries in major cities in Liaoning for example, expounds that public library is product, basic culture carrier and symbol of social civilization. It points out that strengthening construction of library public cultural service, building a public cultural service architecture covering the whole society, and giving full play to the role of library in public cultural service architecture, are not only the requirements of protecting citizen＇ s cultural rights, but basic needs of promoting social material civilization and spirit civilization construction. Finally, the paper analyzes existing problems of public cultural service in public libraries in Liaoning, and proposes improving it from aspects of establishing characteristic collection branch, building star network service system, realizing diversified investment, and arousing enthusiasm of the public and so on. |
