| 摘 要： | 长三角地区是我国经济最为活跃,科教最为发达,综合实力最强的区域,在我国社会主义现代化建设全局中具有重要的战略地位和带动作用,国务院要求将长三角建设成为具有国际竞争力的区域创新体系.优良的科教资源,众多的外资企业以及研发机构为此目标打下了坚实的基础.然而两省一市的行政格局会阻碍创新活动的有效进行,因此需要进行跨行政区的区域创新体系建设.以跨行政区的区域创新体系理论对长三角地区创新体系进行了深入分析,包括上海的核心作用,苏浙两省和上海的互动,跨行政区的政府行为,跨行政区的产学研合作和区域基础设施一体化支撑作用.最后提出了几点建议,包括鼓励创新文化、政策环境,加强跨行政区的公共合作,设立跨行政区的创新服务平台,大力推进基础设施一体化.
