| 摘 要： | 村民自治是社会主义基层民主的具体体现,其运行机制存在乡镇政府越位侵权、＂两委＂职责不清、村民民主意识淡薄等问题。完善村民自治运行机制,要重组乡村关系,规范乡镇政府行为,理顺“两委”、村委会与村民的关系,提高村民民主参与度,适度发展集体经济,为村民自治有序发展提供物质基础。
