| 摘 要： | 政策的利益相关者包括政策制定者、政策实行者和政策实施的对象。"实名推荐制"政策中政策制定者指教育部及其授权的北京大学;政策执行者涉及被批准有资格进行推荐的各位校长;政策的实施对象涵盖被推荐的优秀学生。特定政策的出台是利益分配的结果,政策利益主体有得有失,各方都在明确自己的权力、利益和责任的基础上进行博弈,力求达到最佳平衡点,维持政策的"多赢"局面。

| Abstract: | Policy stakeholders include policy makers,policy executors and policy implementation object.Policy executors in Real-name Recommendation System involve MOE and Beijing University;policy executors are the school principals who are eligible to recommend;Policy implementation objects cover the excellent students being recommended.Specific policy is the results of distribution of interests.Policy interest subjects have some gains and some losses.All relevant parties play the game on the basis of clearly knowing their own right,interest and responsibility to reach optimal balance and maintain multi-win situation. |
