| 摘 要： | 在阐述政府采购理论的基础上,分析了当前我国群众体育发展困境,提出了政府采购供给模式这一体育公共服务途径。认为该模式的建立能够积极推动体育行政部门的职能转变;合理控制体育公共服务成本,并使其更加高效;使体育公共服务经费的投入更具科学性;能够充分激活体育公共服务市场,实现多方共赢;能够有效提高社会公众满意度,促进和谐社会建设。从理论研究、机制建设、绩效评估、采购管理等方面为该模式的发展提供建议。

| Abstract: | Based on explaining the theory of government procurement, this paper analyzes the current plight of the development of mass sports, and proposes sports public service approach based on government procurement. The establishment of the mode can actively promote the functional transformation of sports administrative offices; reasonably control the costs of sports public service, and make it more efficient; make the funds input of sports public service more scientific; fully activate the sports public service market and achieve multi-win; effectively improve public satisfaction, and promote the construction of a harmonious society. The paper offers suggestions to the development of the mode, in terms of theoretical research, institutional construction, performance evaluation, procurement management. |
