| 摘 要： | 作为一种强调"社会本位"的政治学说,与传统自由主义学说相颉颃的西方现代社群主义学说和儒家学说之间无疑有其理论上的共通之处。然而,这种共通之处并不意味着由之可以回避西方传统自由主义学说为我们所提出的历史性任务。因此,中国现代政治文明的进程毋宁说肩负着双重使命:其既需要使权利政治、法制思想发扬光大,又必须积极回归于公益政治、共和精神的传统之中。易言之,不是二者之间的一种非此即彼的选择,而是二者之兼综的一种"第三条道路"、一种"后现代行政",这才是中国社会行政改革的真正归宿。

| Abstract: | Modern communitarianistic theory in the West, a political theory which emphasizes the social subject and differs from traditional liberalist theory, coincides theoretically with Confician conceptions. Unfortunately, this coincidence does not mean that we can shake off those historical missions laid down by western traditional liberalism. That is to say in her endeavour to develop modern civilization, China faces a double mission. She needs not only to continue her efforts to strengthen power politics and law-based administration but also to try to restore the tradition of welfare politics and republican spirit. In other words, it is not an either-or alteration but a "third way" to do both, namely, a "postmodern administration". This is really the ultimate end of China's reform in social administration. |
