| 摘 要： | 清朝前期，为了平息蒙古准噶尔部和南疆回部的叛乱，长期的兵连祸结，使地理位置十分重要的西部边陲地旷人稀，农牧经济残破萧条。清政府从当时的政治、军事角度考虑，广兴屯田，兴修水利，植树造林。检讨清朝前期的西部农业开发，对今天的西部大开发，有着至关重要的历史借鉴意义。

| Abstract: | In the earlier phase of Qing Dynasty,in order to suppress the armed rebellions of the tribe of Mongolian zhan Geer and the tribe of Huizu in the south of Xinjiang,the government of Qing Dynasty launched a war on a long term basis,This resulted in the substantial decrease of the number of residents and the great economic depression in the vast Western Regions which held a very important position from the point of geography.The government of Qing Dynasty,considering the development of the politics and the military,exploited vast areas for farmiag,built many irrigation works and carried out a lot of afforestation projects.To look back upon the agricultural development of the Western Regions in the earlier phase of Qing Dynasty is of great importance of reference for today's great development campaign of Western Regions. |
