| 摘 要： | 现代城市作为区域的政治、经济、科技、文化中心和高密度的人口聚居区，在汇集人类巨大的能量并产生城市功能的同时，也产生大量的城市社会问题。为了防范城市社会风险，构建和谐社会，需要建立预警机制。笔者通过分析影响城市社会稳定的主要因素，在此基础上划分若干项预警指标，试图勾画出城市社会稳定预警指标体系，并构建城市社会稳定预警机制框架：信息收集机制；信息决策机制，协调疏导机制，为政府决策提供参考。

| Abstract: | The modern city, as the center of local politics, economy, science, technology and culture, as well as a residential area of dense population, leads to a large number of problems, while practicing its urban function by motivating its energy. In order to take precautions against the social risk of city, construct a harmonious society, early warning system should be established. The author attempts to outline the urban social stability system and construct its frame, as well as its information collecting system, decision-making system, coordinating system, in the hope of supplying the government as reference. |
