| 摘 要： | 发展公有制经济,不能单纯凭借政治权力,而是要不断提高与市场经济的适应程度,发挥公有制所特有的优势。传统公有制理论存在着诸多缺陷:公有客体的内涵模糊,公有生产资料所有者权益不明确;公有主体界定不明晰,不能确保公有生产资料“服务于且只服务于公有主体的功能”的实现;公有制运行机制不健全,充满了各种矛盾和非理性的东西。国家机器不适合担当公有资本所有者或所有者代表。公有制是一系列规章制度的总称,经营领域不存在所有制性质问题。公有生产资料是无产阶级所专有的生产资料,社会主义基本分配原则是平均分配公有资本利润基础上的按劳分配。

| Abstract: | To develop public-ownership economy,we cannot solely rely on the political power,but must constantly improve our market-economy adaptability and give play to the advantages characteristic of public-ownership.There exist many defects in the traditional public-ownership theories,such as obscure connotation of the public object,unclear rights and interests of public production means owners and unobvious demarcation of public subject,which cannot guarantee the realization of production means "serving and only serving the public owner".The operation mechanism of public ownership is not perfect and filled with all sorts of contradictions and irrationalities.The state apparatus are not suitable to be the owners of public capital or the owner representatives.The term of public ownership covers a set of regulations and systems,and the ownership issue does not exist in the management field. |
