| 摘 要： | 我国在中小企业技术创新政策支持上有较长时间的政策实践，因此非常有必要对相关政策动态发展进行研究。科技型中小企业技术创新基金是该政策体系中的核心政策工具，深入考察剖析这一代表性政策的变迁对促进我国相关政策的完善具有重要的现实意义。文章一方面发掘了创新基金政策变迁的内容与过程，另一方面立足于政策网络这一新兴理论范式，在对其进行一定改进的基础上建立了分析创新基金政策变迁的系统化、动态化的研究点位，深入分析了该政策变迁的动因与结果，为完善政策提供参考。

| Abstract: | Technology innovation policies of small and medium-sized enterprises(SMEs) have been implemented for some years in China.It is very necessary for scholars to study policy changes of this policy system.Innovation Fund for Technology Based Firms(IFTF) is the core instrument of that system,it is representative and has important research and practical value for improving this policy system.This article analyzed contents and reasons of policy change of IFTF based on the theory of policy networks.It has elicited some useful conclusions for the development of IFTF. |
