| 摘 要： | 运用社会网络分析方法，绘制不同发展阶段中国科技政策制定主体合作网络图谱，提炼网络结构演化的模式特征；通过合作“广度—强度”二维矩阵分析政策主体在网络中的角色演变，并识别网络中的核心节点；在此基础上，探讨了不同核心主体在科技政策主体合作网络生成与演化过程中的功能演变及其对网络运行的影响。结果表明，在中国科技政策主体合作网络演化过程中，整体结构优化与主体功能提升相互促进，并呈现出同步演化特征；中国科技政策主体合作网络演化具有体制改革推动和科技发展需求拉动的双重驱动特征。

| Abstract: | With social network analysis,this paper draws the cooperation networks of Chinese S&T policy makers in different development stages and proposes the characteristics of evolution mode.Constructed the two-dimensional matrix with cooperation breadth and cooperation intensity,this paper analyzes the evolution of the roles of different policy makers in the cooperation networks,and then identifies the core nodes in the network.In terms of the analysis above,it studies the functional changes of different nodes during the formation and evolution processes in the S&T policy makers’ cooperation networks.Results show that in the evolution of Chinese S&T policy makers’ cooperation networks,the optimization of network structure and the enhancement of policy makers’ function promote each other,and evolve synchronously.The evolution of Chinese S&T policy makers’ cooperation networks presents a dual-drive mode,motivated by the system reformation and the demand of S&T development. |
