| 摘 要： | 原有财政制度及财政资金运行模式不规范成为财政改革的绊脚石,在实践工作中应该不断深化各项改革,逐步使基层财政管理走上健康规范的道路.只有进一步强化财政监督职能,健全财政资金的监管机制,才能满足资金安全的需要.规范的财政资金运行模式是保证财政资金安全的前提和基础,财政资金的安全性又能进一步保障规范性,两者相辅相成,缺一不可.

| Abstract: | The original financial system and the running pattern of the financial fund have been the obstacle of financial reform. Each reform measure should be deepen in order to make the basic financial control be in the healthy and standard path. Only further strengthen the financial supervision function, perfect the super- vising system of financial fund, can the need of fund security be meet. The standard running pattern of fi- nancial fund is the premise and foundation to guarantee the salty of financial fund, the safty of financial fund can further safeguard the standard, both them complement each other. |
