摘    要:习近平总书记关于中国经济要适应"新常态"这一重要表述,引发社会各界的高度关注。随着对"新常态"概念的不断深化认识,"新常态"已不仅限于在经济领域使用,而被赋予了更多的涵义。从教育改革和发展的层面上来讲,教育领域的"新常态"包括合德、合规、合理、合法四个方面,合德是教育改革和发展"新常态"的基本前提,合规是教育改革和发展"新常态"的内在逻辑,合理是教育改革和发展"新常态"的基本诉求,合法是教育改革和发展"新常态"的重要保障。

Abstract:Xi Jinping,CPC General Secretary,recently aroused universal attention by observing that the Chinese economy should be adapted to“new normality.”As people get deeper into understanding this new concept,its use has been extended from economy to other areas,including education where its spec-trum of definition currently comprises ethicality,compliance,rationality and legitimacy that respectively denote four aspects of reform and development of education:1 )basic prerequisite;2 )inherent logic;3 ) basic demand;and 4)important guarantee.
