| 摘 要： | 中国城乡人力资源结构大调整是我国社会进步和经济结构调整的必然产物。改革开放以来，农村人力资源向城市转移已呈现出大规模、跨时空、谋求多元目标等新特点。其原因在于：长期形成的城乡人力资源分布结构不合理严重阻碍了我国现代化进程；改革中农村大量剩余劳动力的出现使城乡人力资源重新配置成为必要；而城乡分割的户籍管理制度壁垒的松动则为该结构调整提供了可能。农村剩余劳动力转移的根本途径在于农村城市化和农业产业化的发展。

| Abstract: | The adjustment of the structures of human resourses in urban and rural areas in China is an inevitable outcome of social development and economic structure adjustment in our country Since the reform and opening to the outside world, the shift of human recourses in rural areas to the cities has acsumed a new characteristic: a wide scope of movement that transcend time and opace and a varity of aims at job hunting.The contributing factors are: The unreasonable distribution structure of man power in urban and rural areas has gravely hindered the course of modernization in our country The emergence of a large number of surplus laborers in rural areas in the course of the reforming makes it necessary to redistribute snch man power in urban and rural area A flexible approach to the domicile status system which rigidly separated city from the country will make it possible to readjust the unreasonabkle structures The fundamental way of the shift of rural surplus laborers lies in the development of rural urbanization and agricultural industrialization |
