| 摘 要： | 作为服务业的重要组成部分，旅游业在促进国家和地方经济发展的同时，也在一定程度上加剧了生态环境的破坏。文章借用经济学中配额的概念，从环境经济学的角度提出主动旅游配额理论。所谓主动旅游配额，是指旅游资源地政府以对旅游地承载力的分析和计算为依据，主动限制游客准入数量，以解决旅游开发与环境保护的矛盾，实现旅游经济系统与生态系统之间物质循环、能量转化和价值增值的最佳契合的可持续发展模式。文章分别从国际贸易学、旅游经济学、环境经济学和公共管理学的角度，分析了主动旅游配额的理论基础。

| Abstract: | Tourism is an important composition of the service industry. While accelerating the national and local economy development, to some extent, tourism deteriorates ecological environment..Taking the concept of quota of economics, voluntary tourism quota （VTQ） theory is put forward into environmental economics. VTQ is a sustainable development pattern that the local government of tourism resource restricts tourist amount voluntarily based on the analysis and calculation of site bearing capacity. By this means, the conflicts between tourism exploration and environment protection can be settled and the best accordance in substance circulation, energy transformation and value increment between tourism economy system and ecological system can be achieved. The authors analyzed the basic theory of voluntary tourism quota from different points of view in the international trade, tourism economy, environment economy and public administration. |
