| 摘 要： | 采用历史考察与个案分析相结合的方式,分析了我国地方政府高等教育管理权限结构及其运行中存在权力集中、职能无限、机构同质、效率低下、手段陈旧等问题。基于有限政府的视角,我国地方政府必须确定稳定、合理、有效的管理权限;制定教育行政组织法,规范政府高等教育管理活动;需要改进管理方式,促进高等教育管理民主化。

| Abstract: | By means of the combination of historic investigation and analysis of individual cases,the author of this paper has found out that such issues as over-concentrated power,infinite functions,overlapping organizations,low efficiency and outmoded approaches do exist in the structure and the operational mechanism of higher educational administration purview of the local government.On the basis of limited government,the author thinks that the Chinese local government should define stable,reasonable and effective administration purview,make the educational and administrative organization laws,regulate the higher educational administrative activities of the government.In order to put the goal into effect,we need to improve the management style and promote the democratization of the higher educational administration. |
