| 摘 要： | 网络作为一种新的传媒工具在政治领域的广泛运用,对民主政治的发展具有积极的促进作用。"网络民主"作为一种新生的政治现象、文化潮流,不可避免地会对政府建设产生影响。本文论述了网络民主的含义和特征,基于"网络民主"的政府职能转变的必要性,着重论述了"网络民主"对政府职能转变的意义。

| Abstract: | Network has positive influences upon the development of democratic politics when it is utilized in politics as a new medium.Cyber democracy as a new political phenomenon and cultural trends will inevitably have an influence on the government construction.This paper discusses the meanings and characteristics of cyber democracy,the necessity of transformation of government functions based on the cyber democracy,with emphasis on the significance of cyber democracy to the transformation of government functions. |
