生命周期视域下电力企业科技成果培育策略研究

摘    要:电力科技是面向电力产品和市场的一整套科技体系,电力企业研发投入的合理布局和效益最大化是企业构建先进科技体系的核心原则和目标,而通过科技规划和管控机制实现科技资源优化配置是实现科技成果数量、质量及效益最大化的关键。因此,为保证电力科技成果培育的科学性和连续性,基于技术生命周期理论及TRL技术评价等方法,结合科技成果的概念及培育体系的研究现状,提出对企业内部科技成果培育周期采用技术调研阶段、技术研发阶段、产品研发阶段、产品市场化阶段的四阶段划分方法;同时,利用技术生命周期理论描述企业科技成果培育的外部技术环境,通过内外部双周期理论模型及相关周期评价方法,引入面向电力企业重大科技成果的技术域概念,提出通过构建动态技术域地图支撑面向重大科技成果精准定位和培育策略制定的方法。

Research on the Cultivation Strategy of Scientific and Technological Achievements in Electric Power Enterprises from the Perspective of Life Cycle
Abstract:Electric power science and technology is a set of system aimed at power products and markets. For electric power enterprises, reasonable layout and maximum benefits of R&D investment are core principles and goals of building an advanced technology system. Optimal allocation of resources through scientific and technological planning and control mechanisms is a key to maximizing quantity, quality, and benefits of scientific and technological achievements. To ensure scientific and continuous cultivation of electric power scientific and technology, based on the theory of technology life cycle and its assessment methodology such as TRL, combining with the concept and cultivation system research, this paper divides the cultivation cycle of scientific and technological achievements in four stages, respectively technology survey stage, technology research stage, product development stage and product market stage. Meanwhile, the technology life-cycle theory is adopted to describe external environment of enterprises. With the internal and external double-cycle theory model and related cycle evaluation methods, the concept of technology domain for major scientific and technological achievements of electric power enterprises is introduced. The methodology of supporting precise positioning and strategy formulation towards cultivation of major scientific and technological achievements thorough construction of a dynamic technology domain map is proposed.
