| 摘 要： | 清末政府派遣大批学生赴日游学,分官费生与自费生,其经费来源主要是中央及地方政府的筹措。留学生的身份不同,所得学费亦有别。同时,清政府试图通过对留日经费的管理来约束留学生,提高留学生的学习水平。
