| 摘 要： | 冰雪旅游是黑龙江省的重要产业之一,目前我国已确定把旅游业培育成国民经济的战略性支柱产业和人民群众更加满意的现代服务业,黑龙江省冰雪旅游产业应抓住机遇加快发展步伐。阐述了黑龙江省冰雪旅游发展的制约因素,指出冰雪旅游产品特色不足,吸引力不强;冰雪旅游开发缺乏市场导向,深度开发不够;冰雪旅游开发缺乏规划,开发效率不高。提出用文化要素提升冰雪旅游吸引力、竞争力;抓服务要素建设,构建大产业格局;在市场需求导向下进行各类资源整合;将冰雪旅游与全民健身相结合等对策,尽快解决制约其发展的问题与不足,转变发展方式,实现新的跨越。

| Abstract: | Ice-snow tourism is an important industry in Heilongjiang province and Chinese government has confirmed the tourism to be developed into a strategic supportive industry in national economy and a modern service well met the public requirement.It should be to grasp the opportunity to accelerate the development of Heilongjiang ice-snow tourism.By analyzing the factors on influencing the development,the paper indicates that the production of ice-snow tourism is lacking in feature and attraction,the development of ice-snow tourism is not deeper with a low efficiency because of poor market guiding and programming.For resolving the problems as soon as possible and realizing a new advance by changing the development mode,it suggests improving the attraction and competitiveness of ice-snow tourism with culture factor,constructing a big industry structure with service factor,integrating various resources to meet the market-oriented requirement,combining the ice-snow tourism with the public fitness. |
