| 摘 要： | 由于西部地区自然条件恶劣，生态环境脆弱，使得新世纪的西部大开发面临着与以往不同的背景，为此亟需制定和完善生态道德规范，采取切实可行的技术保障措施，提高人口素质，加大生态监控力度，实行制度创新，以实现西部地区的可持续发展。 |

| Abstract: | The natural conditions in the western region are abominable and the ecological environment is fragile, which make the development of western regions in the new century face background different in the past. So it is necessary to make and perfect the ecological code of ethic badly, take measures of ensuring technique, improving the quality of the people, strengthen more efforts to controlling and implementing system innovation in feasible technology etc., to realize the sustainable development of the western region. |
