| 摘 要： | 农村民间组织的生成与发育是市场经济和乡村竞争的产物,其实质是农民的组织化。农村民间组织的发展对于繁荣农村经济、推动基层民主、创建法制秩序、建设和谐乡村具有不可替代的作用。农村民间组织快速发展,但合法性、行政依赖、内部管理不规范、准入制度过严、管理力量薄弱等相关问题依然存在。对此,加快立法进程、加大政策培育力度、改革登记监管制度、优化内部管理机制就成为当前解决问题的关键。

| Abstract: | The generation and development of rural non-governmental organizations is the product of market economy and competition in the village, and its essence is the organization of farmers. The development of rural non-governmental organizations is of irreplaceable role for the prosperity of the rural economy, the promotion of grassroots democracy, the creation of the order rule of law, and the construction of a harmonious village. The rural non-governmental organizations have got a rapid development, but the legality, administrative dependence, the lack of standardization of internal management, the restrictive access system too, weak management and other related problems have also remained. In this regard, accelerate the legislative process, make a greater efforts to nurture policy, reform the system of registration and regulatory, and optimize the internal management mechanism will become the key to solve these problems. |
