| 摘 要： | 高校财务管理是高校改革和发展的重要保障，在高校管理中具有举足轻重的地位。随着高等教育改革的不断深化，高校办学经费由传统的全部依靠国家财政拨款转向财政拨款、学费收入和其他创收收入相结合的多渠道来源，高校财务管理的任务、目标以及实现途径随之发生了变化。为实现高校财务管理社会效益和经济效益的双赢目标，提高管理水平，笔者从完善财务管理体制，加强内控建设与管理，以及加强筹资管理等方面作了深入的思考。

| Abstract: | Financial management is an essential part of university management. It ensusres the smooth reform and healthy development of university. With the deepening of reform of higher education system, instead of depending completely on government allocation, the necessary funds for university running have been collected from various channels, namely, the allocation of financial authorities, tuition and some other sources. Consequently, the functions, aims and ways of accomplishing the aims have changed. This thesis explores relevant issues such as how to perfect the whole management system of finance, better the internal control management and fund raising managment. |
