| 摘 要： | 在对人才聚集效应产生的哲学和思想根源进行研究的基础上，针对目前一些中小企业或者地处不发达地区的企业，在吸引人才方面由于人才的聚集效应而出现的困难，分析了人才聚集效应的表现形式，并提出了解决这一问题的相应对策。

| Abstract: | On the basis of research on the philosophical and theoretic roots of the talents pooling effect, the paper studies the difficulties arising among SMS enterprises or enterprises in underdeveloped areas in attracting highly skilled personnel. It identifies the contribution of the talents pooling effect to these difficulties and puts forward countermeasures. |
