| 摘 要： | 依法治国和依法治市都是以实现法治为目标的。依法治市能在一定的区域内完善依法治国空间效力的不足。在依法治市的过程中，地方权力机关和地方政府可以在法定权限内依据宪法和法律，按照法定程序制定一些适合本地发展的法规和规章，使国家法律和地方性法规有机地结合起来，通过依法治市来推进依法治国方略的实施。正确理解依法治国和依法治市的关系，完善依法治市的措施，对建设社会主义法治国家具有重要意义。

| Abstract: | Govering by laws is the goals of both managing state and cities.Managing c ities in law can improve the insuffic ieney cities legal effect of managing state /country in some regions,as during the pro cess,organs of local power and hovernment can draw up laws and regulations to be fit for the loca l development within legal authorit y and procedure,to combine the natio nal law with local laws and regulations to redlize the general plan of administering the country through governing cities in law.It i s of great importance for building up our socialist country by law to comprehend correctly the rela tionship between them and to perfect governing cities. |
