| 摘 要： | 弱势群体高等教育权益的实现状况是衡量国民高等教育发展水平的重要标志之一。美国法律保证个人不因性别、种族、肤色、宗教信仰以及所来自的国家而丧失平等的接受高等教育机会。虽然美国高等教育领域里的＂非歧视政策＂受到了严重的挑战,但其立法与实施对我国高等教育政策的制定有明显的借鉴意义。

| Abstract: | The status of the higher education rights of vulnerable groups of to achieve national is one of the important symbols to measure the level of development of national higher education. American law guarantee that individual to access the equal opportunities of higher education does not because of gender, race, eolour, religion and the state. Although the United States in the field of higher education ＂non-discriminatory poliey＂ is a serious challenge, their legislation and implementation has obvious reference to the establishment of China＇s higher education policy. |
