| 摘 要： | 市场经济的发展凸显传统政府治理模式的诸多弊端,威胁到政府执政合法性,这客观上要求政府转型。政府转型的目标是构建服务型政府。建设服务型政府,应着力于从以下方面入手：倡导＂公民本位＂,重视公民需求;调适政府职能,聚焦公共服务;践行信息公开,保障透明行政;崇尚法律权威,维护法治秩序;明确政府责任,强化责任追究;倡导结果导向,提升政府绩效。

| Abstract: | With the development of market economy,disadvantages have increasingly appeared within the traditional model of public administration in China,undermining the legitimacy of the government and demanding a thorough transformation in public management.The goal of transformation for China is to build a service-oriented government.To achieve this goal,the government should take the following vital aspects into account： first,the government should promote citizen-centered ideology and make the demands of citizenry a priority; the second task is to adjust the administrative and functions and put the service function in the spotlight; thirdly, the administrative information should be open to the public to ensure transparent administration; fourthly, laws should be put in the first position and social order should be maintained by firmly obeying laws and regulations; fifthly, the responsibility of government should be clearly defined and mechanisms of accountability should be set out; last but not least, result-oriented management should be executed and performance evaluation should be carried out effectively. |
