| 摘 要： | 全体公民是公立高校的所有者,委托政府作为高校资产的代理人,而政府又通过一系列委托代理过程,最后把高校的控制权委托给高校内部人.从公立高校的初始委托人到最终委托人之间存在一个规模巨大的委托代理链,这使公立高校的运行效率受到损失.

| Abstract: | The whole citizen is the owner of public higher school, and trusts government as the agent for property of higher school,government trusts the controlling rights of higher school in the end through the series process of agency by agreement. There is great chain of agency by agreement between original agent of public higher school and final agent, which makes operating efficiency of public higher school get lost. |
