| 摘 要： | 农村金融制度作为农村经济发展中最为重要的资本要素配置制度,无疑将成为农村经济改革中的一个焦点。我国农村金融服务的整体水平不高,正规金融效率低,而民间金融效率相对较高,这种状况与农村经济发展相比相对滞后。农村金融改革不是规范与创新的秩序之争,而应是规范与创新并举,因此,文章提出了相应的规范和创新的路径。
