| 摘 要： | 1 电子政府的意义电子政府在世界范围内蓬勃发展的原因 ,一是技术的发展 ,即信息和通信技术 (ＩＣＴｓ)的发展 ,特别是因特网及其相关技术的发展 ;二是政府职能的扩大 ,即政府成为社会的“超级管理者” ,并从“管理型政府”向“服务型政府”转变。对我国来说 ,发展电子政府 ,建立良好的政府治理环境 ,已经成为我国重要的竞争力来源 ,成为吸引外资的重要手段。我国政府是社会最大的信息拥有者 (拥有 80 %的信息资源 )和最大的信息技术用户。因此 ,发展电子政府项目将大力促进我国新经济企业的发展 ,进而推动国家的经济发展水平与层次 ,以及…
