| 摘 要： | 地方政府主导下国家公园的产生与现行管理框架之间的矛盾造成生态保护绩效、国民游憩利用偏离理想目标问题的出现。在政府职能转变的背景下,新公共服务理论对国家公园这一公共资源的管理具有重要启示,维护公共利益、保证决策民主、实施互动共治成为国家公园管理创新的基本方向。中央政府垂直管理、属地政府有限参与、相关利益群体合作共治是中国特色的国家公园管理制度的应然架构。

| Abstract: | The contradictions between the creation of national parts and the current management framework under the leading of local government result in ecological protection performance,and the possibility of deviation from the ideal target in recreation exploitation.In the context of the transformation of government functions and the acceleration in democracy progress,the new public service theory has an important implication for the management of national parks which belongs to public resource.The fundamental direction of national park＇s management innovation is supporting the public interests,guaranteeing the decision-making of democracy and implementing the interactive co-governance.The structure of national parks management system with Chinese characteristics should be managed directly by the central government,involved limitedly by the territorial governments,cooperated and managed by relative stakeholders. |
