| 摘 要： | 改革开放以来,中国特色的转型不断深入,中国特色社会治理体制不断发展与完善,政府职能转换与社会治理创新逐渐成为热点与焦点。在这过程中,迅速崛起的民间组织作为一股重要的社会力量不可忽视,它是实现政府与民众沟通的良好纽带,是维护民众利益、承接政府社会管理职能治理民间社会的重要非政府实体,功效甚大。同时,由于转型期的特殊国情与社情,其发展也面临诸多内外的功能性困境。如何克服这些困境,最大化发挥民间组织在城市创新社会治理中的功能,完善中国特色城市社会治理体制,构建和谐社会,意义深远。

| Abstract: | Since the reform and opening up, the transformation with Chinese characteristics is going deeper and deeper, the social management system with Chinese characteristics is continuing, developing and improving. And then the transformation of government functions and social management innovation have become a hot spot and focus. In this process, the civil society organizations have an very fast development, and as an important social force cannot be reckoned in social reform with Chinese characteristics. Meanwhile, due to the special conditions and social conditions, and the development of civil society organizations is also facing many functional dilemma inside and outside. How to overcome these difficulties and to maximize the role of civil organizations in the innovation of urban social governance, establishing and improving the urban social governance system with Chinese characteristics, building a harmonious society is the main topic of this article. |
