| 摘 要： | 应用技术公共研究机构是国家或地区创新系统中的重要组成部分 ,特别是对赶超型经济发展的国家或地区实现技术跨越具有重要的作用。本文总结了当今世界各国和地区的应用技术公共研究机构特征及其发展趋势 ,并从国家整体创新效率的角度提出了构建我国新型的应用技术公共研究机构体系的基本思路。

| Abstract: | Public research institutes of applied technology make a significant component of national or regional innovative system, playing a crucial role especially in the fulfillment of technological advancement for developing nations or regions, which aim at overtaking other economies. This article sums up features and development trends of Public Research Institutes of Applied Technology in various nations and regions worldwide of today, and puts forward fundamental concepts for configuring in our nation a new system of public research institutes of applied technology from the perspective of innovative efficiency of the nation as a whole. |
