| 摘 要： | 党的十六大提出了全面建设小康社会的奋斗目标，但1985年以来，中国城乡收入差距逐步扩大。远远高于世界一般水平。此外，农村社会保障制度存在严重缺失。在中国城市化快速发展以及经济全球化、经济转型等条件下，农村失地农民和出让土地经营权的农民对土地换保障产生了巨大的需求。土地换保障就是从公平和效率的角度出发，通过合理地征地补偿，把失地农民从自给自足的小农经济的自然人，转化为具有劳动技能和购买能力的市场人(不是贫民)，为中国城市化的快速发展铺平道路。

| Abstract: | The 16th Party Congress put forward the target to Build a Well-off Society in an All-Round Way, but since 1985, the income margin between city and country of China extends gradually, far beyond the general level in the world. In addition, social security systems in rural areas have serious imperfection. Under the conditions of the Chinese quick developing urbanization ,economic globalization, and economy transformation etc., the farmers who lost land and offered land management power for sale have a great demand for land exchanging for insurance. From the angle of equity and efficiency,through reasonable land requisition compensation, Land exchanging for insurance try to change land-lost formers from self-sufficient natural persons of small agriculture economy to the market persons who have purchase power and technical ability,then spreading the even road for the fast developing urbanization of China. |
