摘    要:近年来房地产价格快速上涨,有些人认为土地收购储备制度的实施推进地价的上涨,进而带动了房价的上涨。将高房价和高地价完全归咎于土地收购储备制度的实施。本文认为,房价上涨是由于建设成本增加和开发利润增加共同引起的,建设成本增加是由于地价上涨、建安成本增加和利率提高所引起的,开发利润增加则是由于房地产市场旺盛的需求及高度垄断的市场结构所引起的。因此,地价上涨不是房价上涨的唯一原因。建立土地收购储备制度以后,虽然地价有所上涨,但地价上涨既有其合理成分,又有其不合理成分,土地收购储备制度并不存在推动地价上涨进而导致房价上涨的内在机制。最后文章针对制度运行过程中存在的问题,提出相应措施来完善土地收购储备制度。

Abstract:A view is that the rapid increase of the real estate price is due to the implementation of the land reserve system.However,this paper holds that it is caused by the growth of construction cost and investing profits.The former originates from the increase of land price construction cost and interest rate and the latter from the large demands and highly-monopolized market structure.Therefore,the increase of the land-price could not be the single reason for the increase of the real estate price.The implementation of the land reserve system can not necessarily lead to the increase of real estate price.Finally,this paper puts forward countermeasures to improve the land reserve system.
