摘    要:低碳经济时代的演进,全球环境问题的凸显对全球旅游业的发展提出了新要求,旅游产业及景区的可持续发展寻求从传统的粗放型向新兴的集约型发展方式转变,如何促进景区低碳化建设,兼顾社会效益、经济效益与生态效益协调发展,实现景区可持续发展已成为社会各界关注的热点。针对国内外现有的旅游景区传统线性评价成果的不足,未能从复杂系统的角度体现景区系统低碳环保举措的成效及其效益的发展趋势。本文在复杂性科学管理熵与管理耗散结构理论的指导下,从经济运行、社会发展、生态环保、低碳控制、建设保障等维度构建低碳化景区多维综合集成评价体系,将管理熵增与管理耗散结构模型及改进后的熵值法应用于低碳化景区建设的评价过程中,从宏微观角度系统地揭示景区低碳化建设的系统序度、发展趋势。

Abstract:Evolution of low-carbon economy in the context of a variety of global environmental problems motivates a new way for global tourism development. The twelfth Five-Year Plan is a strategic and crucial stage for China's economic development transition and adjustment of economic structure. Sustainable development of tourism industry and tourist attractions necessitates change in the development mode from a traditional extensive style to an emerging intensive one so as to maintain sustainable economic and ecological development. Building low-carbon tourist attractions, maintaining development of their social, economic, as well as ecological benefits, and realizing sustainable development have drawn much attention. This study indicates that current evaluation of tourist attractions places emphasis on traditional linear evaluation, failing to reflect the efficiency and performance of decarbonated environmental protection measures in scenic area systems, and to reflect their benefit trends from the angle of complex systems which is of importance to evaluate its comprehensive performance. Based on management entropy and management dissipative structure theory, the authors constructed a multidimensional comprehensive integrated evaluation system of the decarbonated scenic area, including aspects of economic operation, social development, environmental protection, and decarbonated control and constructive guarantee. In addition, the management entropy, management dissipative structure model, and the improved entropy method were jointly applied to assess the process of building decarbonated tourist attractions. The sequence level and development trend of building decarbonated tourist attractions from the macro and micro perspectives of the system was revealed. The Jiuzhaigou Valley was analyzed with the IEME evaluation model using questionnaire survey and interview. According to 6-year data from this scenic area, changes in management entropy in the system and the development situation of every dimension were examined. The findings of this study will benefit evaluation of tourism spots in an integrated and dynamic way, which would be helpful for environmental protection and sustainable development of tourist attractions and also provide reference for other tourist destinations.
