| 摘 要： | 文章论述了信息资源共建共享投资效益评估方法选择的一般规则与特殊规则,以此为基础,对平衡记分卡、层次分析法、数据包络法与动态模糊综合评估方法分析对比,选定动态模糊综合评估法与层次分析法相结合作为主评估方法。在评估实施过程中,应该按以下步骤:确定评价因素论域、确定评语等级论域、确定各层指标因素权重,建立权重集、构造评判矩阵、数据合成运算,进行综合评估。同时为验证投资对效益的影响情况,引入格兰杰因果模型。
