| 摘 要： | 城镇化水平不仅表现在城镇化率、城镇化速度上，更重要的是应反映在质量和效益上。内蒙古城镇化率较高和城镇化质量较低的矛盾相当突出，城镇化的滞后，不在于速度，不在于城镇化率，而主要在于质量。如果忽视质量，便不可能实现城镇化的目标，反而会造成人均GDP、城镇居民可支配收入、城镇就业率较低以及城镇环境恶化。内蒙古必须把城镇化建立在改善经济结构、优化产业结构和完善城镇功能的基础上。

| Abstract: | The standard of urbanization is not only manifested in the rate and speed of urbanization, but most important,is reflected in the quality and benefits of urbanization.The contradiction of high rate of urbanization and low quality of urbanization is conspicuous The sluggish growth of urbanization is not in the speed and rate of urbanization,but in the quality. If we neglect the quality,we can't fulfill the goal of urbanization,in turn,it can cause the lowering of percapital GDP, urban dwellers'controllable income and the level of the urban employment and the deteriorating of the environment. Urbanization of Inner Mongolia has to depend on improving economic structure,optimizing industrial structure and perfecting urban functions. |
