| 摘 要： | 近年来国家非常重视民营企业的发展,2005年国务院颁布了《关于鼓励支持和引导个体私营等非公有制经济发展的若干意见》,我国民营企业迎来了突破禁锢、加速发展的新时期。然而,许多地方政府在服务民营企业发展中还存在缺位、错位和越位的现象。在分析政府职能缺位、错位和越位的基础上,通过对政府职能的界定,提出了推进政府职能转换的保障机制,促进民营企业的进一步发展。

| Abstract: | In recent years,the state attaches great importance to the development of private enterprises,in 2005 the state council promulgated the Advices on Encouraging,Supporting and Guiding the Development of Individual and Private,and Other Non-public Economic,a new time is coming that China's private enterprises breaks through imprisonment and accelerates to develop.However,many local governments in the service of private enterprise development have the phenomenon which is absent from their duties,mismatches and overrun.By analysing all government functions that is absent from their duties,mismatches and overrun and define the government functions,the writer proposed to change the government functions protection mechanisms to promote the further development of private enterprises. |
