| 摘 要： | 在政府再三明示教育的公益性质反对教育产业化后,公共财政将成为教育经费来源和保障的主渠道,在这个在背景下,高等教育的公益性如何认定,经费多元化投入的渠道、成本分担的作法是否调整,都是摆在我们面前的一个理论与现实课题.文章在对公共财政的性质、内涵作了简要分析后,指出在新的财政理念下,高等教育的经费筹措与成本分担原则都要做出新的调整与改变.

| Abstract: | When the government opposes the idea of Educational Industrialization strongly,public finance will be the principal source of educational expenditure.In this background,how to raise and use flund for higher education,it is a theoretical and realistic task.The paper analysizes the nature of public finance,then points out that under new financial concept,financing higher education and cost sharing principle will make new adjustment and ehanse. |
