| 摘 要： | 在对比国内外图书馆联盟现状的基础上,分析了我国中小城市图书馆联盟发展现状及问题,论述了我国中小城市区域图书馆联盟建设的必要性和可行性,探讨了中小城市区域图书馆联盟建设的组织模式、管理模式,提出了中小城市图书馆联盟的基本构建策略、内容和经费来源,阐明中小城市区域图书馆联盟的意义和价值。
