| 摘 要： | 数字图书馆是国家知识基础设施建设的核心,是国家数字资源中心与数字化学习的平台。作为建设公共文化的制度安排,需要从社会事业的角度来重新认识数字图书馆建设的重要性,理解和处理好以下几个相关问题:正确理解和处理数字图书馆建设的宏观规划与局部落实、数字图书馆事业公共性与公益性、数字图书馆事业的管理主体和建设主体、数字图书馆基本需求和非基本需求、数字图书馆社会核算和经济核算之间关系。
