| 摘 要： | 西部地区农村金融机构分布不均衡，金融服务短缺，农村金融产品缺乏创新，农村信用社支持县城经济力不从心，县域经济发展面临严重的融资困境。而投资环境不理想、制度约束、农业保险发展缓慢和邮政储蓄分流资金是形成融资困境的主要原因。因此，应通过改善西部地区县域融资环境，完善农村金融体制、创新农村金融组织形式，继续深化农村信用社改革，积极引进农业保险机构，规范民间金融等对策，加强农村金融对县域经济发展的支持。

| Abstract: | Since the western rural finance organization distribution is imbalaneed, the financial service is short, the rural finance product laeks innovation, and the rural credit union is not capable of supporting county economy, county economic development is faced with serious financing difficulty. Such a problem is primarily caused by unfavorable investment environment, system restrictions, slow development of agricultural insurance and divergence of postal savings fund. Therefore, we should strengthen the support of rural finance for county economy development through the following means： that is, we should improve the financing environment in western counties, perfect the rural finance system, innovate rural finance organization form, continue to deepen the reform of rural credit unions, introduce actively the agricultural insurance organizations and standardize folk finance, etc. |
