摘    要:苏联干部制度是苏联政治制度的核心,干部制度的产生、发展和变化是苏联政治进程重要的内容之一。布尔什维克党建党的组织结构和组织形式奠定了苏联干部制度的雏形,布尔什维克党执政初期,干部任命制原则取代民主选举制原则,权力高度集中的干部任命机关建立起来,高度集中的干部任命方式逐渐定型,党和国家高度集中的干部任命制度——官职等级名录制得以建立。苏联干部制度的基本原则和运行机制最终导致产生了官僚特权阶层。

Abstract:The cadre system in the Soviet Union is the nucleus of its political system.The establishment,development and transformation of the system are the important political processes of the Soviet Union.The Bolshevik Party organization structure and the form of organization laid out the rudiment of the Soviet cadre system.At the early stage of Bolshevik Party's reign,the democratic election principle began to be replaced by the cadre nominating principle.The highly centralized cadre nominating institution was gradually set up.The nominating mode,as a practice,was consolidated by the Party and highly centralized government power.The principle of this system and its operation mechanism eventually led to bureaucratic privileged class.
