| 摘 要： | 苏联官僚特权阶层的形成以至固化是造成苏联亡党亡国的重要原因之一。苏联官僚特权阶层形成的根源,主要在4个方面:俄国的治国传统、苏共的组织伦理、干部的身份设定和监督的空泛虚化。正是这4个方面的因素,共同造就了苏联历史上独特的官僚特权阶层,为苏联党国覆灭埋下了祸根。

| Abstract: | A vital factor for the collapse of the Soviet Union was the solidifying in the privileged bureaucrat class.The roots of solidifying mainly showed in four aspects： the traditions of governance in Russia,the organizational ethic of the Soviet Communist Party,the setting of the cadres＇ identities,and the vague and general supervision.All these factors made a special privileged bureaucrat class in the history of the Soviet Union,which also sowed the roots of destruction of the Soviet Union. |
