| 摘 要： | 在我国理论界主张建立行政公益诉讼制度已达成共识,但就谁有权或有资格提出行政公益诉讼,在我国如何设计适合我国国情的行政公益诉讼制度的研究尚少。本文从行政公益诉讼的受案范围、诉讼参加人中的原告等五大方面进行了分析和设想。
