| 摘 要： | 在当今城市发展中，人才的集聚效应越来越受到重视。如何集聚人才、积极发挥人才在经济建设中的作用，对城市发展影响举足轻重。文章对扬州地区人才集聚的现状进行了调研和分析，找出在吸引人才与发挥人才作用方面存在的不足，并从营造良好的创业环境、加强企业文化建设、树立人才国际化战略目标等几个方面对如何促进扬州地区人才集聚效应提出了相应的对策。

| Abstract: | Nowadays,in the development of a city,the talents gathering has been attached great importance.It plays a significant part in the development of a city that how to gather talents and to bring them into full play in economic development.This article makes a probe into the current situation of the talents gathering in Yangzhou Regiom and finds out the shortage existing in such aspects as how to attract talents and how to give play to their talents.It also puts forward the appropriate strategies on how to promote talents gathering in Yangzhou from the following aspects: constructing a good environment of an undertaking,improving the cultural development of enterprises,establishing strategic target of talents internationalization,etc. |
