| 摘 要： | 大学内部学术管理是大学管理核心，学术管理能否有效运行直接关系到大学的发展。大学内部学术管理的有效运作需要两个理念平台：一是凸显“学术权力”在学术管理中的主角地位；二是学术自由应是学术管理的基本理念。当然，学术管理中不能忽略行政权力的重要作用，同时，学术自由无论是作为一种制度还是一种理念，都应有其“适用度”。
