| 摘 要： | 地方政府职能转变难的主要表现是 :经济管理职能过多 ,政企、政事、政社不分的现象依然严重存在 ,地方政府机构仍然过大影响政府职能的发挥。造成这种状况的原因是多方面的 :一是理论研究滞后 ;二是传统文化思想观念的影响 ;三是旧体制的惯性制约 ;四是政府部门自身利益的制约 ;五是过渡时期两种体制交互作用的影响 ;六是人们思维误区误导。要改变这种状况 ,必须加强理论研究 ,重点是政府与企业、社会的合理分权 ,理顺各种关系 ,政府职能协调发展和加强政府自身建设

| Abstract: | The difficulties in the transformation of the functions of the local governments mainly are:the local governments are involved too much in the economic management;government and enterprise,government and utility,and government and community are not separated to a large extent;the huge structure of the local governments affects the functions of the local governments.There are various reasons for such phenomena:the lagging behind of theoretical research;the influence of the traditional culture;the inertia of the old system;the interests of the government departments;the interaction of the two systems in the transitional period;and the misleading of people's errors in thinking.In order to change such a situation,people must strengthen the theoretical studies,and government organizations must be separated from the enterprises and the communities,the relations must be put right,and government functions must be developed coordinately,and government organizations must be strengthened. |
