| 摘 要： | 丘浚认为,明朝的政治体制有着＂彼此相维,内外相制＂的制衡,在制度设计上超过以往。他主张在用人上要做到＂取人之善,用人之能＂。在考核上要严格遵守制度,以从宽为宜,三考之后再做处置。

| Abstract: | Qiu Jun believed that the political system of the Ming Dynasty had the ＂checks and balances＂ mechanism,superior to former systems.He advocated that personnel placement should follow the rule of ＂making the best of the goodness and the capability of personnel＂.He also opined that the personnel assessment should be conducted in strict adherence to stipulations in a lenient manner,and that decisions on personnel be made on thorough consideration. |
